My local NPR station does, as well. If you decline the spiffs, your full donation amount is deductible. If you take them, their fair market value is debited from the deductible amount. (Totebag $10, bumper sticker .50, CD $15, etc.)

(On edit: Same deal with the Education Association fundraiser dinner. Ticket price minus meal value equals deductible amount. And they hold a silent auction to raise funds, too. Some donated, but some purchased goods. So they in effect make money by buying and selling stuff.)

I've not investigated, but there may be other reasons not to have nonprofit status, like business/leadership structure and accountability, banking/tax details, and how funds get spent in our "outreach" events like Invasions.
